• Transform crop, livestock, and fisheries production into commercially oriented enterprises.

• Increase productivity and entrepreneurship of value chain actors in 29 priority agricultural value chains.
• Improve market access and participation for rural producers, especially women and youth.
• Build resilient agricultural systems and governance structures aligned with national and county frameworks.

• Capacity building in climate-smart agriculture, agribusiness development, and access to finance.
• Support for market access and value chain development through linkages, market intelligence, and targeted marketing.
• Institutional strengthening for consultation, coordination, policy development, and sector planning.
• Mainstreaming gender equity, social inclusion, and environmental sustainability in agriculture.
• Monitoring, evaluation, communication, and knowledge management.
• Support to domesticate policy, manage devolved functions, and respond to emerging ministry needs (e.g. COVID-19 War Room).
• Promotion of social accountability, pro-poor development, human rights, and good governance in agricultural systems.
